The deceased have been identified as Leonard “Frank” Ragan, 73, a former McKinney city manager, and his wife Jackie Ragan, 72. At the same time, their son, Bryce Ragan, remains hospitalized in stable condition and has been identified as a suspect in the killings.
Second Welfare Check Turns Fatal
Officers responded to the residence in the 5300 block of Dunster Drive at approximately 9:56 a.m. after family members reported they had not heard from the couple for several days. According to CBS News, this marked the second time officers had visited the home within 24 hours, having conducted an initial welfare check Saturday night after relatives expressed concern. Upon entering through the back door Sunday morning, responding officers discovered the bodies of Leonard and Jackie Ragan in the living room.
As officers continued clearing the residence, they located Bryce Ragan inside a bedroom, armed with a firearm. Police said they issued several commands to the younger Ragan, but he did not comply, according to Fox 4 News. Two officers discharged their weapons, striking Bryce Ragan multiple times. Officers immediately rendered lifesaving aid until emergency medical services arrived on scene.
Community Leader’s Tragic End
Leonard “Frank” Ragan served as McKinney’s city manager from March 2008 to June 2010, current City Manager Paul Grimes confirmed in a statement to KERA News. “We have learned that former City Manager Frank Ragan and his wife were tragically found deceased in their home,” Grimes stated, adding that the city’s condolences and prayers are with the family. The revelation that a respected former municipal leader had become a homicide victim sent shockwaves through the McKinney community, a rapidly growing suburb approximately 30 miles north of Dallas.
McKinney Police Department has not released details about the cause of death or potential motive, stating only that the investigation into the double homicide remains active and ongoing. Authorities have emphasized there is no continuing threat to the public, according to Crime Online.

Tarleton State University criminologist Alex Del Carmen, speaking to Fox 4 News, explained the rapid shift in police response. “So in this particular case, it becomes not only just a welfare call at this point. Now you have an escalated event where the lives of the officers are potentially at risk,” Del Carmen said, noting how officers must transition “from a proactive, I’m gonna find out investigative mode type of scenario to now a reactive mode”.
According to the U.S. Department of Justice’s 2024 report on law enforcement officers shot in the line of duty, disturbance calls accounted for 77 incidents resulting in officers being shot, making them among the most dangerous call types police respond to.
