In a meeting that stretched late into the evening, the council scrapped explicit references to Sharia. Instead, it adopted a measure drafted to affirm the supremacy of the U.S. and Texas constitutions in local governance, capping days of organizing and outreach that Kazi and others say were aimed less at winning a single vote than at resetting the conversation about who belongs in Keller.
